New Movement in Stalled Rent Talks

Facing pressure from Gov. Andrew Cuomo and Assembly Democrats to strike a deal to extend the city's rent laws, a politically influential real-estate group is opening the door to modestly expanding some rent regulations.

The board of the Rent Stabilization Association, a group of large and midsize residential landlords, on Friday held a meeting in which the organization agreed to move off of its long-held position that the existing law must be renewed in its current form, people familiar with the matter said.

The move by the group is significant because it signals that negotiations on the city's rent laws, which govern rules for about one million rent-stabilized apartments in New York City, could get under way in earnest, likely starting Monday.

The legislative session is scheduled to end early this week. Rent laws are one of the final issues.

The current rent law is slated to expire Monday, after receiving a temporary extension last week.

The Rent Stabilization Association is one of the largest financial supporters of state Senate Republicans, and the two have been aligned in their position on rent.

Neither the Senate Majority Leader Dean Skelos nor the Rent Stabilization Association has been engaging in substantive negotiations on the rent laws up until now, resisting pressure from the Assembly and the governor, people familiar with discussions said. The reticence appears to be a bet that by waiting until the end of legislative session, their leverage would increase.

"Sen. Skelos still believes that the current rent laws should be extended, but this issue will ultimately be decided through continued negotiations with the governor and Assembly," said a spokesman for Mr. Skelos. 'We are confident that we can resolve all of the outstanding issues before us, including the property-tax cap and rent control, before the session concludes."

Seeking movement on the issue, Mr. Cuomo on Thursday afternoon met with leaders of the real-estate industry, including Rent Stabilization Association President Joseph Strasburg, and pressured them to start negotiating, people familiar with the meeting said.

A spokesman for Mr. Cuomo said negotiations were continuing. "The governor is working to strengthen rent laws," he said.

Currently, any time rent exceeds $2,000 a month on a vacant, rent-stabilized apartment, a landlord can convert it to market rates.

On Friday, the Rent Stabilization Association's board acknowledged that in order to strike a deal, the organization would support some increase in that $2,000 minimum, people familiar with discussions said.

Among other issues, moderate Democrats have been pushing to increase that number significantly, while some Democrats have pushed to forbid any deregulation.

It remains to be seen how negotiations will end up, given that influential interest groups on both sides—the landlords, aligned with Republicans, and the advocates of rent stabilization, aligned with Democrats—are still quite far apart in their positions.

Greek Fears Send Stocks to Three-Month Low

U.S. stocks tumbled as fears of contagion around a Greek default picked up, adding more pessimism to a foreboding mix of U.S. economic data.

A market rally ends as turmoil in Greece dampens outlooks. Plus, Pandora shines on its opening day, a look at what the Fed is planning, and why investors should take a look at equities.

The Dow Jones Industrial Average sank 178.84 points, or 1.48%, to 11897.27, a new three-month low that wiped out the week's gains.

The Standard & Poor's 500-stock index fell 22.45 points, or 1.74%, to 1265.42 and the Nasdaq Composite shed 47.26 points, or 1.76%, to 2631.49.

The declines were broad-based. All 30 of the Dow components and all 10 sectors of the S&P 500 finished lower. Only 13 of the S&P 500 companies bucked the trend with modest gains.

After the selloff, all three major indexes are down for the week—putting the U.S. stock markets on track for their first seven-week slide since 2001.

Greek fears intensified after euro-zone officials failed to make progress on discussions about Greek aid and protests against austerity measures turned violent in Athens. Greek bonds were pummeled, sending yields to their highest levels since the inception of the euro.

In a reflection of the fears gripping investors, the CBOE Market Volatility Index, the "fear gauge" known as the VIX surged 16%. The VIX has jumped 37% this month.

Greek Prime Minister George Papandreou said he will form a new government Thursday and seek a vote of confidence from his parliamentary group after talks with opposition failed to form a unity government.

Amid the concerns about Greece, the euro sank more than two cents, to $1.4165, from $1.4440 late Tuesday in New York, while the yield on the benchmark 10-year Treasury note fell to 2.9733% from 3.097%. Yields fall when prices rise.

"The stock market doesn't like rioting—it never does and it never will," said Jeffrey Friedman, senior market strategist at Lind-Waldock, a division of MF Global. "The guys with the cigars say, 'I don't like this. This is making me uncomfortable. It's time to get to the sidelines.' "

The European Central Bank warned that contagion from the euro zone's debt crisis remains the top risk to financial stability in the common-currency bloc, while reiterating its opposition to a Greek debt restructuring. Separately, the Irish Budget Minister warned of more budget cuts.

Jonathan Golub, chief U.S. equity strategist at UBS, said the market has been anticipating a Greek default. "The market knows that it's going to occur, and when it does, the market will be temporarily disrupted, but the market is pricing that in right now."

The declines were led by materials and energy stocks, as crude-oil futures sustained their biggest one-day drop in more than a month, tumbling 4.6% to settle below $95 a barrel.

Alcoa shed 2.9% to lead the Dow decliners, while oil giants Chevron and Exxon Mobil fell 2.2% and 2.1%, respectively. Banks were also weak, with Bank of America down 2.8% and J.P. Morgan Chase off 2.2%. Defensive sectors, including utilities, telecommunications and health care, were the three strongest performers.

Also driving stocks lower were more gloomy snapshots on the domestic economy. A reading of the Federal Reserve Bank of New York's Empire State Manufacturing Survey fell below zero for the first time since last November, dropping 20 points from May to -7.79. The index dramatically disappointed economists' expectations of a reading of 12.

Meanwhile, consumer prices rose 0.2%, following a 0.4% increase in April. More disconcertingly, so-called "core inflation," which strips out energy and food costs, rose by a monthly 0.3% in May, the biggest jump in three years. Economists had forecast a 0.1% rise in overall prices, and a 0.2% gain for core inflation.

"The inflation gremlins are still alive, and when we look at core inflation, that really does seem to be an ongoing concern to investors," said Larry Glazer, portfolio manager at Mayflower Investments in Boston. He called the day's mix of economic readings "a really bad combination of events."

Other data showed that industrial production remained weak, with only a slight increase due to a continued fall in automobile manufacturing after the earthquake in Japan hit global supply chains.

U.S. home builders' confidence also fell this month to the lowest since last September, indicating that builders expect the weakening economy to further pull down their battered industry.

In Europe, the markets were broadly lower, with France's CAC 40 index falling 1.5% after Moody's Investors Service placed three large French banks under review for a possible downgrade, citing their exposure to Greece. Asian bourses were mixed, with Hong Kong and Shanghai shares falling while the Japanese market gained ground.

Among stocks, Pandora Media trimmed sharp gains of as much as 63% to finish 9% higher after the Internet radio company began trading Wednesday on 14.7 million shares at $16 each.

Owens-Illinois fell 14% to lead S&P 500 decliners. The maker of glass containers said its second-quarter adjusted earnings will decline from a year earlier, due to higher-than-anticipated increases in manufacturing and delivery costs.

BOJ May Expand Loans to High-Growth Sector

TOKYO—The Bank of Japan is likely to discuss a possible expansion of its lending program aimed at spurring growth in what it sees as high-potential industries when its decision-making policy board meets next week.

The nine members of the board appear to agree that the measure has encouraged private banks to channel funds to areas where high growth is seen, but some may not be convinced that the ¥3.0 trillion ($37.6 billion) scheme is enough to help the country get out of deflation, said people familiar with the BOJ's thinking.

BOJ Gov. Masaaki Shirakawa has recently stressed the need to raise Japan's growth potential, indicating he is open to further steps to reinforce the lending facility.

"The BOJ is currently considering whether there is further room to improve the scheme," Gov. Shirakawa said last month.

The governor has said it is a "longstanding challenge" for Japan to strengthen its economic foundation. Unless economic growth is achieved, it would make it difficult for Japan to pay off the staggering amount of its debt, now twice the size of its economy.

The "growth-sector" lending is separate from the measures the central bank has taken to cope with the impact of the March 11 earthquake. The BOJ has doubled the size of an asset-buying fund to mitigate investors' risk aversion, and has also set up a ¥1 trillion lending scheme to offer funds to banks in areas affected by the March disaster.

The BOJ believes it is premature to link lending for the growth sector to quake-related measures, as demand arising from reconstruction is still unknown, the people said.

The growth-sector lending program is designed to strengthen the nation's economic base by making more funds available to circulate to the corporate sector, especially smaller companies that are often locked out of the bank loan market, despite the massive liquidity in the banking sector.

However, some BOJ officials are cautious about merely increasing the size of the program due to concerns that the facility may have resulted in competition among financial firms to lower their lending interest rates because they can get funds from the central bank at an ultra-low rate of 0.1%, the people said.

The BOJ has also acknowledged that such lending to companies, even if they are made via private banks, isn't a task for a central bank.

Policy board member Seiji Nakamura said at a news conference last week that while he doesn't oppose expanding the facility, the central bank should examine whether it has been effective in its goal of raising the nation's growth potential.

"If you think of the purpose of the program, reaching the upper limit doesn't necessarily mean further increases in the size, and the facility isn't designed that way," he added.

Last June, the BOJ introduced the special lending facility, which provides up to ¥3 trillion in loans to private banks for one year at a 0.1% interest rate, specifically to lend to 18 high-growth sectors such as renewable energy, medicine and nursing, and investment in Asia. Banks are allowed to roll over the loans up to three times.

The BOJ has already loaned an estimated ¥2.94 trillion to 142 financial institutions.

Turkish Football Federation resigned to losing Guus Hiddink to Chelsea

The Turkish Football Federation have accepted that their national team manager Guus Hiddink is likely to leave his post to return to Chelsea.

BBC Sport reports that a source at the federation said: "[Hiddink] can't say no to Chelsea, we believe he wants to leave".

Hiddink is prepared to return to Chelsea, who he guided to the FA Cup as caretaker manager in 2009, but is also unhappy that the man that brought him to Turkey looks set to leave his post.

Turkish Football Federation (TFF) president Mahmut Ozgener, is likely to be replaced when the organisation holds elections on 28 June.

"If Ozgener was staying, Guus would probably stay too," said the BBC's source. "Ozgener has gone on holiday and hasn't decided if he will stand for re-election, but even if does he's likely to lose.

"Hiddink says he has a contract but these promises don't have value.

"Chelsea is too good an offer to turn down and the Federation understands this.

"Hiddink feels he still has a job to do there, he wants to work every day, and win Championships and maybe the Champions League.

"We will understand that he has coached his last Turkey game as long as Chelsea pay the compensation."

But TFF spokesman Turker Tozar moved to downplay the speculation and drew attention to the length of Hiddink's contract.

"Mr Hiddink is still our manager and he has a contract until 2012," Tozar said.

"There is nothing official happening because both parties are away.

"Mr Hiddink is on holiday now and the president is on holiday for a week as well. Nothing can happen at the moment."

U.S., Canada Set to Face Off for Gold

VANCOUVER, British Columbia – Another young, fast team outdid a veteran-laden opponent to reach the finals of the Olympic men's hockey tournament Friday, as Team Canada defeated Slovakia 3-2 to set up a rematch with Team USA for gold Sunday.

"The guys are already looking forward to it," Canadian goalie Roberto Luongo said.

The game was much closer and more hard-fought than the U.S.-Finland game earlier in the day that was over in the first 10 minutes. But it followed a similar pattern. Canada, like the U.S., jumped out to an early lead, using its forecheck to bottle up the opposition and let its goalie escape barely tested.

The twist was that the Slovakians pushed Canada much harder, scoring two goals in the final period after the Canadians perhaps started listening to their delirious fans, who with 12 minutes left were already chanting "We want USA!"

Like the Finns, the Slovakians were thinner on talent. That forced them to include older players, some of whom couldn't establish themselves in the National Hockey League or have since left it. Players like Jozef Stumpel (37 years old), Zigmund Palffy (37) and Richard Zednik (34) were once consistent scorers in the NHL but have moved back closer to home for the sunset of their careers. Others, like defenseman Martin Strbak, never made it that far, drinking a cup of coffee in hockey's best league years earlier.

But unlike the Finns and other opponents, the Slovakians still had some top-end talent in their prime, such as one of the best defensemen in the NHL, Zdeno Chara, one of the league's top scorers, Marian Gaborik, and one of the best all-around forwards, Marian Hossa.

They consistently made life difficult for the Canadians, forechecking relentlessly, with Hossa especially effective in pinning the Canadians deep in their end – perhaps a lesson to the U.S. team, which has employed a similar strategy on other teams. Mr. Gaborik was also tricky, occasionally tearing up the left wing and zinging shots on Mr. Luongo.

Canada's strategy for scoring was simple: put pucks on net and screen the Slovakian goalie, Jaroslav Halak, an up-and-coming netminder in the NHL. At 6-foot, Halak isn't an ideal size for netminders in today's hockey. Canada smartly placed forwards in front of him to create screens.

When Mr. Chara was on the ice this didn't work. He easily cleared away the Canadian forwards. But when some of the lesser Slovakian defenders were on the ice they couldn't contain the bulkiest Canadian forwads.

That led to goals early on by Patrick Marleau and Brenden Morrow, with Slovakian defender Lubomir Visnovsky victimized on both. Mr. Visnovsky, a power-play specialist with the Edmonton Oilers, was paired with Mr. Strbak, a big defender but not a great one. They were by far Slovakia's weakest defensive pairing early on.

Canada extended its lead in the third on a goal by Ryan Getzlaf in a goal-mouth scramble. But the Slovakians didn't give up. With Mr. Halak holding down the fort, it was up to two of its lesser lights to bring them within a goal.

First came Mr. Visnovsky, who made use of his rushing skills to charge up the ice and squeeze a backhand shot through a tiny space that Mr. Luongo had left – a goal that the netminder probably would have liked back. Then came a second by Michal Handzus, a big forward with the Los Angeles Kings, who batted in a goal after intense Slovakian pressure with 4:53 left.

But even after Slovakia pulled its goalie, it didn't quite have the firepower to score the equalizer and Canada held on, setting up a rematch with Team USA. Pavol Demitra had a chance to tie in the final seconds but missed an open net.

U.S. forward Patrick Kane said after his team's game that he was almost sorry that the game against Finland ended so quickly because it deprived his team of a chance to further test itself. "That was a great 15 minutes for us but it would have been nice to play a full 60," Mr. Kane said.

That's probably not a regret the Canadians had. The team looked chastened as the game ended and the fans began to chant "We want USA!" some more.

The Championship side have turned down the bid as too low and will demand at least £10 million for the 18 year-old, who helped England’s Under-17 side win the European Championship last summer.

Liverpool had made inquiries about Wickham last January when Fernando Torres indicated his desire to leave Anfield, but were put off by the £15 million Ipswich were asking at the time.

The 6ft 3in Wickham, who has been compared to former England striker Alan Shearer, agreed to extend his contract by two years until 2013, and the deal was updated in April to run until 2014 - although it is believed to contain an escape clause for £15 million.

Kenny Dalglish, the Liverpool manager, is keen to tie up the Henderson deal as soon as possible, having reportedly made an improved £15million bid for the England midfielder.

The Wearsiders were not commenting on the matter, but it is understood they are well aware of Liverpool’s interest and remain unmoved in their stance that the player is not for sale.

Sunderland manager Steve Bruce has informally placed a value of around £20 million on the player, an acknowledgement of the figure it might take to persuade his current employers to think about any offer.

However, the intention is still to place the Academy graduate at the centre of the club’s plans for the new campaign and in the circumstances, Liverpool’s interest in him is both unwelcome and potentially divisive.

Liverpool’s pursuit of striker Kenwyne Jones, along with that of Tottenham in Jan 2009, had the effect of unsettling the player, and while he ultimately stayed at the Stadium of Light after signing a new and improved contract, his form dipped and he was eventually sold to Stoke.

Sunderland will hope their interest in Henderson, who is currently away on England Under-21 duty, does not turn his head with the midfielder leading the way for a new generation of home-grown players on Wearside.

Speculation over his future has been rife since his form for Sunderland won him a regular starting berth two seasons ago and his elevation to the England squad. Manchester United and Manchester City have both been credited with an interest in him in the recent past.

Dalglish has also been linked with a move for Bruce’s skipper Lee Cattermole, whose time at the Stadium of Light has been blighted by injuries.
